The scope of application covers all natural/legal persons, State operators (for civil operations) who operate or intend to operate a Remotely Piloted Aircraft System (RPAS). It also covers domestic manufacturers of RPAS.

To ensure the application of mandatory standards for the prevention of accidents, and the protection of crew, passengers and third persons. The Remotely Piloted Aircraft System (RPAS) must not increase the risk of injury to persons or property located on the ground or in flight, compared with an equivalent category of manned aircraft. RPAS are based on the latest generation of aerospace technological innovations, which may produce new and improved civil and commercial applications, and enhance operational safety and the efficiency of all civil aviation.
