Technical Specifications for Manufacturer Approval of "Additional enactment and amendment of the technical regulations of the railway vehicles" (26 page(s), in Korean)

[Background and progress on the technical regulations of the railway vehicles]

•  Manufacturer (or his representative) shall get type approval from the Ministry of Land, Infrastructure and Transport (MOLIT) for the newly-designed railway vehicles or significantly modified vehicles. Also, manufacturer approval and produced vehicle inspection certificate are necessary for the operation in Korea (Railway Safety ACT, Article 26, 26-3, and 26-6) .

•  The MOLIT has enacted the technical regulations for type approval, manufacturer approval, and completion inspection of the rolling stocks;

- high speed rail (electric locomotives and coaches type), conventional rail, and urban rail (EMU operated in DC power only) in 2014.

- quality management system for mass production of rolling stocks approved by MOLIT in 2014.

- high speed rail (EMU type), conventional rail (passenger coach and freight wagon), urban rail (EMU operated in AC or AC/DC power), and light rail (tram) in 2016.

[Additional enactment and amendment on the technical regulations]

•  The MOLIT plans to enact additionally the technical regulations for rolling stocks of conventional rail (electric or diesel locomotive, EMU, and DMU type) and light rail (including tram), and to amend the quality management system for manufacturer approval of rolling stocks.

* DMU: diesel multiple unit, * LIM: linear induction motor.

•  The additional technical regulations will contain the essential requirements and the rolling stock subsystem requirements equivalent to the existing technical regulations enacted in 2014 and 2016, which will be available for type examination, and inspection for series manufactured vehicles.

- The essential requirements in the technical regulations provide safety requirements (rolling stock gauge, running safety, collision safety, fire safety, electrical safety, risk analysis, and software in rolling stocks), performances, interfaces with infrastructure, operation and maintenance, and operational limits (reliability and availability, health, acoustic noise, rescue operation, and aerodynamic characteristics) .

- The rolling stock subsystem requirements prescribe on the design and structural requirements for car body and interior devices, bogie, brake, propulsion, auxiliary power unit, on-board signaling, train control and monitoring device, as well as coupling device.

- Also, testing procedures for components, parts, assembled vehicles, and running test are provided.

•  The software management requirements, used in the rolling stocks, are added newly in the quality management system for manufacturer approval prescribed in 2014. The definitions of product verification and factory inspection are also amended according to the Railway Safety ACT and its decrees.
