SI 900 part 1 - Safety of household and similar electrical appliances: General requirements (364 page(s), in English; 19 page(s), in Hebrew)

Revision of the Mandatory Standard SI 900 part 1, dealing with the general safety requirements of household and similar electrical appliances. This draft standard revision adopts both the International Standard IEC 60335-1 - Edition 5.1: 2013-02 and the American standard, approved by the US insurance companies' recognized laboratories, UL60335-1 - Edition 5.0:  31 October 2011 and allows for compliance with either. Each adoption includes a few changes that appear in the standard's Hebrew section as follows:

1.    Chapter A - Compliance with the European Standard:

·           Adds to the standard's scope a general statement that this standard applies also to all electric appliances that do not fall under the scope of any other specific standard;

·           Changes the standard's normative references to applying to local laws and technical regulations (paragraph 2);

·           Adds a new paragraph 4.201 which requires that this standard' part is to be used in conjunction with the appropriate sub-part 2 of SI 900;

·           Adds a new paragraph 4.202 which requires that an electric appliance that does not falls under the scope of any other specific Israel Standard, but fall under the scope of any part of IEC 60335, should comply with it as well as complying with this standard;

·           Adds a new paragraph 4.203 which requires that the electric appliance should comply with the requirements of Israel's Energy Source Regulations for maximum power consumption when in stand by mode;

·           Adds to paragraph 5 dealing with the general conditions for the tests a requirement to test one-phase appliances in 230 volts and three-phase appliances in 400 volts at 50 Hertz;

·           Adds to paragraph 6  dealing with classification, a prohibition to use appliances type 0 and type 01;

·           Adds to paragraph 7 dealing with marking and instructions, a new sub-paragraph 7.1 which requires that the product's marking will also comply with the requirements of Israel's Consumer Protection Order (Labelling of Goods);

·           Requires that the instructions, warnings, safety instructions, maintenance and other manufacturer documents be translated accurately to Hebrew and be provided together with the product (paragraph 7.13);

·           Adds to paragraph 25 dealing with the supply connection and external flexible cord, a requirement that the supply socket be compliant with the Israel Mandatory Standard SI 32 part 1.1 or with SI 60309 parts 1 or 2, according to its purpose;

·           Adds to paragraph 32 dealing with radiation, toxicity and similar hazards, a requirement the for products that come in contact with food or beverages, and that are not connected to the water supply, the general migration, metal migration and organoleptic characteristics comply with the requirements of the European Regulation EC 1935/2004 of 27 October 2004 and its updates including the requirement for a written importer's declaration of compliance. In addition, products that come into contact with water and that are connected to the water supply, should comply with Israel Standard SI 5452;

·           Adds a new paragraph 201 dealing with rated values. This paragraph requires that the voltage and frequency in products type I and type II should fit the national electricity network - One-phase appliances should have 230V and multi-phase appliances should have 400V, within the rated voltage. In addition, the 50H frequency should be within the rated values;

·           Adds a new paragraph 202.1 dealing with electromagnetic disturbance emissions and requires compliance with the applicable part of Israel Standard SI 961;

·           Adds a new paragraph 203.1 and 203.2 dealing with the noise levels and requires that appliances marked with acoustic noise level should not exceed the manufacturer's declared level. This declaration will be tested and confirmed according to the International Standards series IEC 60704.

1.    Chapter A - Compliance with the American Standard:

·           Changes paragraph 22 dealing with construction, removes the US national addenda to paragraph 22.3 and applies Israel national requirements appearing in Israel Mandatory Standard SI 32 for plugs and sockets;

·           Changes paragraph 26 dealing with terminals for external conductors, removes the US national addenda to paragraph 26.6 and applies instead the requirements of the Israel Electricity Law; Deletes Annexes DVB and DVC.
