Activities associated with the use of nuclear energy; nuclear installation design process; categorisation of systems, structures and components of nuclear installations; requirements for systems, structures and components of nuclear installations; requirements for nuclear installation design in terms of protection against internal and external events and characteristics of the location where the nuclear installation is to be sited; requirements for selected equipment; safety assessment of the nuclear installation design; requirements for the documentation for licensed activities. Draft Implementing Decree on the requirements for nuclear installation design (57 pages, in Czech; 58 pages, in English)

Based on authorising provisions in the new Atomic Act, the draft implementing decree governs:

1) the requirements for the contents of documentation for licensed activities,

2) a list of safety functions that must be performed by nuclear installations and classification of the functions into categories according to their relevance to nuclear safety,

3) safety classes and the criteria for classifying selected equipment into these classes,

4) the method of ensuring defence-in-depth, and

5) the content of the requirements for nuclear installation design referred to in § 46(1), (2)(a), (b), (e), (g), (i), (k), (l), and (m), and (3) of the Atomic Act. As regards the implementation of § 46(8) of the Atomic Act, the implementing decree lays down detailed requirements for

1) the designing of nuclear installations in a manner ensuring nuclear safety, radiation protection, radiation situation monitoring, radiological emergency management, security and non-proliferation of nuclear weapons throughout their life cycle,

2) nuclear installation design in terms of

a) compliance with safety objectives,

b) compliance with the principles of the safe use of nuclear energy,

c) resilience and protection of nuclear installations against the hazards resulting from the characteristics of the location where the nuclear installation is sited and from external influences,

d) prevention, resilience and protection of the nuclear installation against internal influences,

e) requirements for selected equipment in terms of the safety functions to the performance of which it contributes,

f) compliance with the requirements for the technical means of radiation protection assurance,

g) compliance with the requirements for radiological emergency management,

h) compliance with the requirements for security, and

3) the design basis and proven methods, procedures and technology in the design process.
