Goods (products) subject to phytosanitary control

Draft of the Eurasian Economic Commission Council Decision on Amendments to the Common quarantine phytosanitary requirements for quarantine products and quarantined objects on the customs border and the customs territory of the Eurasian Economic Union

This draft provides for the amendment of the existing requirements as follows:

-         provisions permitting the importation into the customs territory of the Eurasian Economic Union of soybeans infected with the causative agent of purple cercosporosa (Cercospora kikuchii) for processing;

-         requirements for enterprises processing soybeans infected with the causative agent of soybean purple cercospora (Cercospora kikuchii);

-         possibility of importation in hand luggage and baggage of passengers without phytosanitary certificate of melons, watermelons and pumpkins, in an amount not exceeding 1 piece, the weight of which can significantly exceed the previously permitted 5 kilograms;

-         possibility of sending products of high phytosanitary risk subject to quarantine phytosanitary control without phytosanitary certificate (except seed and planting material) in postal items;

-         clarification of the requirements for fresh citrus fruits, bananas and plantain bananas;

-         possibility of moving certain types of products subject to quarantine phytosanitary control in bulk within the customs territory of the Eurasian Economic Union.

In addition, changes have been made to the wording of a number of requirements, which prevent double interpretation and duplication of requirements for the same type of products subject to quarantine phytosanitary control.

The draft provides for elimination from the existing requirements, the conditions for:

-         origin of unrooted cuttings of fruit, berry and nut-bearing crops from zones, places, production areas free from soil quarantine objects;

-         origin of grain processing products, meal and oil-cakes from zones, places, production sites free of Striga spp plants;

-         fruits of oak and chestnut; transportation of timber.
