Draft Act (2018:000) on electronic invoices issued as a result of public procurement

The proposed new act implements Directive 2014/55/EU of the European Parliament and of the Council of 16 April 2014 on electronic invoicing in public procurement. § 4 of the regulation exceeds the Directive’s requirements and means that invoices issued by a supplier to a contracting authority or entity shall be electronic and comply with the European standard on electronic invoicing, unless another standard has been agreed. Under § 7, the authority appointed by the government may, under penalty, order a supplier to ensure that invoices issued by the supplier comply with the European standard on electronic invoicing, unless another standard has been agreed.
