The draft aims to:

1. specify in national legislation the requirements for the means to monitor parameters and indicators when carrying out and accepting electrical installation works during the construction, approval and maintenance of electrical installations and power lines;

2. ensure that monitoring during the performance and acceptance of electrical installation works complies with the current monitoring level, according to the European harmonising documents from the HD 60364 system ‘Low-voltage electrical installations’, as well as the actual needs of the practice in Bulgaria;

3. lay down in national legislation the European rules and requirements for conducting and documenting the verifications of the main safety indicators of the low-voltage electrical installations related to the electrical installation works.

Draft Regulation on the technical rules and regulations for the monitoring and acceptance of electrical installation works

The draft Regulation on the technical rules and regulations for the monitoring and acceptance of electrical installation works:

1. develops the methodology for conducting monitoring via inspections, measurements and tests, as well as ensures the application of European standards in accordance with current requirements for measuring instruments and test equipment used to monitor the electrical installation works (the European standards of EN 61557 ‘Electrical safety in low-voltage distribution systems up to 1 000 V a.c. and 1 500 V d.c. Equipment for testing, measuring or monitoring of protective measures’);

2. influences the activities of designers, contractors and supervisory bodies related to the verifications and assessments of conformity when carrying out and accepting the electrical installation works:

2.1. designers of electrical installations and power lines are provided with up-to-date methods for verifying and assessing conformity with regard to the new parameters and indicators for low-voltage electrical installations;

2.2. with regard to the contractors of electrical installation works, up-to-date requirements are applied to the monitoring methods, the technical means for carrying out verifications, as well as the staff;

2.3. for the acceptance of electrical installation works, an objective basis is established for national and local supervisory bodies that monitor the performance and acceptance of electrical installation works;

2.4. regulatory provision to the supervisory bodies, accredited by the Bulgarian Accreditation Service, of the measurements and tests carried out by said bodies on the electrical installations and power lines during construction, acceptance, use and maintenance;

2.5. due to the unified format of the verification results, relationships between contracting entities of electrical installation works, including commonholds, as well as those between contractors and the supervisory bodies, are simplified.
