Draft Act on the use of high-protein plants in animal feed with a self-amendment

The purpose of the draft act is to reduce the import of feed protein, mainly genetically modified expelled soybean meal, by setting a minimum content of high-protein plants in animal feed placed on the Polish market.

The provisions requiring notification are Articles 4 and 5 of the act:

In order to ensure the safety of human and animal life and health, Article 4(1) lays down that entities on the animal-feed market that produce animal feed containing high-protein plants are obliged to use high-protein plants obtained on the basis of a cultivation contract signed with a farmer running an agricultural holding on the territory of at least one EU Member State.

Article 5(1) states that entities pursuing the National Index Target are obliged to ensure, when fulfilling the aim laid down in Article 4(1), at least the minimum content of high-protein plants obtained in a manner specified in Article 4 in the total amount of animal feed placed on the Polish market by these entities in a given calendar year.
