Swedish Transport Agency regulations (TSFS 2018:XX) on the transport of dangerous goods by air

• ICAO’s Technical Instructions for the Safe Transport of Dangerous
Goods by Air (ICAO-TI), 2017-2018 edition, is incorporated into Swedish
law in new regulations.

• The Swedish Civil Aviation Authority’s regulations (2007:23) on the carriage of dangerous goods (LFS 2007:23) are repealed.

• The scope of the new regulations is expanded beyond operators to
also include consignors/packers, freight forwarders, designated postal
operators, aerodrome operators, security and other ground crew at
aerodromes, and other parties that handle dangerous goods. Passengers
and crew members shall also be subject to the regulations.

• Regulatory relief is introduced for the transport of dangerous
goods by helicopter to and from certain places with poor accessibility.

• Some provisions that are already in the ICAO-TI are removed from
the new regulations in order to minimise regulatory duplication.

• References to LFS 2007:23 in other Swedish Transport Agency regulations are revised to reflect the new regulations.

• There is a transitional period of 6 months before the regulations shall apply to security personnel.
