Government Bill for a Road Traffic Act and for various related Acts

This Bill proposes a new Road Traffic Act. The Act would bring together the regulatory provisions regarding behaviour in traffic. These would include general traffic principles, traffic regulations and regulations regarding the use of vehicles on the road. There would also be statutory regulation of traffic control and of the devices and signs used in traffic control. In addition, there would be statutory regulation of the traffic violation fee to be imposed for violation of the Act, and of the way in which this is organised.

This regulatory reform would represent an improved response to the requirements imposed by the Finnish Constitution, international agreements and EU legislation. The rapid technical development and automation of road traffic would be taken into account in a way that improves upon the current legislation.

These Acts would enter into force in 2019.
