Consulting services in the area of the energy performance of buildings

Amendment to the Order on the energy performance of buildings in connection with updates to a National Assessment Guideline

The Order on the energy performance of buildings prescribes that the energy index of dwellings be determined according to the rules of National Assessment Guideline 9500, Part 01 (hereinafter: ‘BRL 9500-01’). This amending order merely updates the reference to BRL 9500-01 in the Order on the energy performance of buildings. This amendment to the reference will ensure that energy index calculations for dwellings continue to be based on the current BRL.

The substantive amendment to BRL 9500-01 features two parts.

The first part increases the requirements on certificate holders to monitor ‘Internal Quality Assurance’. The current BRL 9500-01 already sets a minimum requirement on certificate holders conducting internal audits on the work of their advisers, stipulating that at least 2 % of the signed-off energy indexes must be audited. A new requirement now states that a qualified internal auditor of the certificate holder must audit half of these on-site. This enables the quality of advisers' work and their knowledge to be better monitored and, where necessary, corrected.

The second part extends the requirements for the content of a project file. This improves audits carried out by certifying bodies to determine whether advisers are calculating energy indexes on the basis of correct data.
