The aim of this draft is to lay down the legal conditions for the equivalent use of notified electronic identification means of other EU Member States for Austrian online services, provided the necessary requirements are in place.

In addition, the existing citizen card shall be developed further to become a comprehensive electronic ID (e-ID). In doing so, particular attention shall be paid to ensuring a secure administrative registration process. Moreover, the areas where an electronic ID can be used shall be significantly increased. Unlike the citizen card, the e-ID shall also make it possible in future to provide third parties with confirmation of data from registers of public sector contractors (e.g. personal data, registration data or nationality data).
