The notification is not related to any one specific construction product / service. Part L of the Second Schedule to the Building Regulations 1997 sets out the minimum regulatory requirements for conservation of Fuel and Energy in Buildings other than dwellings. The accompanying Technical Guidance Document L provides detailed guidance on how to comply with the requirements of Part L in practical terms. Where works are carried out in accordance with the technical guidance, such works are considered to be, prima facie, in compliance with the relevant regulation(s).

Draft Technical Guidance Document L - Conservation of Fuel and Energy for Buildings other than dwellings

Ireland's national Building Regulations were first made in 1991 and were substantially upgraded / consolidated in 1997. These documents were formally notified to the European Commission (Notification Nos. 91/017/IRL, 96/118/IRL and 97/0697/IRL refer) as required.

The current Building Regulations 1997 - 2017 set out the legal requirements for the construction of new buildings (including dwellings), extensions to existing buildings as well as for material alterations and certain material changes of use to existing buildings. The related Technical Guidance Documents (Parts A - M respectively) provide technical guidance on how to comply with the regulations in practical terms.
