Resolución N° 353/2017 "Por el cual se Reglamenta el Artículo 2° del Decreto N° 5.537/2016 "Que Reglamenta la Ley N° 5.414/2015 "De promoción de la Disminución del Uso de Plástico Polietileno" y se establece el Régimen de Licencia Previa de Importación de Bolsas de Plástico y Bolsas Biodegradables" (Resolution No. 353/2017 which implements Article 2 of Decree No. 5.537/2016 regulating Law No. 5.414/2015 "Promoting the reduced use of polyethylene plastic" and establishing the prior import licensing regime for plastic bags and biodegradable bags)

The notified Resolution establishes a plan to promote the gradual replacement of single-use polyethylene bags by other reusable bags and/or biodegradable bags, and encourages the development of the production of bags made from biodegradable materials. It establishes the mandatory certification of reusable polyethylene plastic bags used for the transportation of goods, based on Paraguayan Standard PNA 59 001 16. It also establishes the prior import licensing regime for plastic bags and biodegradable bags.
