There is a risk that the activity of the Wholesale Electricity Market (MEM) and the operation of the electricity industry may be affected. The issue concerns a financial risk for participants in the MEM, which is linked to the costs that could be incurred by the underestimation or overestimation of electricity consumption and related services. This risk, which is associated with a lack of legal certainty in the activities carried out by transporters and distributors of electricity, may have adverse effects on the domestic economy (such as high entry costs), competition, and free market participation.

On the basis of the above, and in accordance with the provisions of Section IV of Article 40 of the Federal Metrology and Standardization Law (LFMN), there is a need for a Mexican Official Standard (NOM) establishing the characteristics of and the minimum specifications for measuring instruments and related systems. This Mexican Official Standard is also necessary to determine the test methods, with the parameters used on the MEM, which should be applied to all power stations and distribution centres that use multifunction meters.
