Background on the technical regulations for railroad constituents

Regarding railroad constituents notified by the Ministry of Land, Infrastructure and Transport (MOLIT), manufacturer (or his representative) shall get type approval from MOLIT for the newly-designed railroad constituents or remarkably modified constituents. Also, manufacturer shall obtain manufacturer approval from MOLIT to enter into mass production for the type approved constituents (Railroad Safety ACT, Article 27 and 27-2).

·       Type approval is granted to the design for notified constituents that meets technical and safety requirements in the technical regulations.

·       Manufacturer approval is production approval for the type approved constituents that manufacturer can meet quality management requirements in the technical regulations.

MOLIT plans to amend (to add) the technical regulations for type approval examination of 6 notified constituents so as to enhance the safety of railroad system including rolling stock and energy system.

·       MOLIT has enacted the technical regulations for the examination of type approval and manufacturer approval of 10 notified constituents in 2016, which were wheel, axle, coupler, rail, glued insulated rail, pre-stressed concrete sleeper, electronic interlocking system, AF (audio frequency) track circuit, automatic block system, and contact wire.

Amendment (Addition) of the technical regulations for railroad constituents

The technical regulations added for 6 notified constituents in 2017 regulate scope, terms and definitions, conformity assessment, design requirements, and testing procedures. Design requirements include general requirements, materials, strength, interface with other constituents, maintainability, and etc.

·       Pneumatic WSP (wheel slide protection): scope, terms and definitions, conformity assessment, design requirements (general requirements, materials, strength, functional characteristics, mechanical & electrical characteristics, environmental characteristics, interface with other constituents, maintainability), and testing procedures.

·       Pneumatic brake cylinder: scope, terms and definitions, conformity assessment, design requirements (general requirements, materials, strength, inner & surface characteristics, functional characteristics, mechanical & electrical characteristics, environmental characteristics, interface with other constituents, maintainability), and testing procedures.

·       Brake disk: scope, terms and definitions, conformity assessment, design requirements (general requirements, materials, strength, inner & surface characteristics, mechanical & electrical characteristics, environmental characteristics, interface with other constituents, maintainability), and testing procedures.

·       Brake pad: scope, terms and definitions, conformity assessment, design requirements (general requirements, materials, strength, inner & surface characteristics, mechanical & electrical characteristics, interface with other constituents, maintainability), and testing procedures.

·       Tensioning device for overhead catenary system: scope, terms and definitions, conformity assessment, design requirements (general requirements, mechanical performance, field testing, interface with other constituents, maintainability).
