Protection of public health regulations (food) (import of regular food) 5776-2016 (21 pages, in Hebrew)

New proposed regulations announced by Israel's Ministry of Health titled
"Regulations for the protection of public health (Food) (Import of
regular food) 5776-2016". These regulations follow the new "Protection
of public health law (Food) 5776-2015" that entered into force on 30
September 2016. Chapter D of the law reforms Israel's regular food
importation regime. It facilitates import procedures and aims to allow
for a faster release of imported food to the market. These proposed
regulations complete the import legislation procedure by replacing the
current Ministry of Health Order # 05-007 titled "Import of conventional
food – Pre-registration and release from quarantine and customs" and
providing instead a set of online forms for importing regular food.

The regulations include the following:

·   Chapter A: Definitions

·   Chapter B: General – Obligation to label food on delivery and documentations

·   Chapter C: Declaration for regular food import – Submission, announcement of a change and payment of the relevant fee

·   Chapter D: Arrangement of the release of regular food from quarantine – submission of an importer's request, submission of a customs agent's request, payment of the relevant fee, delivery examination and submission of documentation

·   Chapter E: Bank guarantee

·   Chapter F: Keeping documentation

·   Chapter G: Different provisions – Entry into force, scope and transition period

These regulations will enter into force on publication in Israel's Official Gazette, except for regulations 4(e), 9(b) and 10(b), which will enter into force on 1 January 2017.
