The notified draft Decree establishes sanitary procedures for the import and export of food and food raw materials intended for human consumption, and for the authorization and certification of food factories located abroad, with a view to protecting and preventing damage to human life. It covers the following: Purpose; Scope; Definitions; Obligations at entry and exit points for importers of food intended for human consumption; Obligations at entry and exit points for importers of raw materials for food intended for human consumption; Procedure for the issue of health inspection certificates; Products subject to laboratory analysis; Health inspection certification for exportation; Requirements for the authorization of factories situated abroad that produce foods of animal origin posing a high risk to public health; Procedure for the authorization of factories situated abroad that produce foods of animal origin posing a high risk to public health; Denial of authorization and prohibition of marketing; Period of validity and renewal of authorization; Transitional provisions; Trade agreements and/or treaties signed and ratified by Colombia; Certification of good manufacturing practices for factories located abroad that produce foods other than those of animal origin posing a high risk to public health; Procedure and notification of certification visits; Inspection, monitoring and control; Penalty procedure and sanitary measures; Liability; Simultaneous inspection; Notification; Transitional provisions; Period of validity and derogations.
