Proposed Order amending the Schedule to the Tobacco Act (Menthol), (21 pages, available in English and French)

Preventing initiation of tobacco use by youth is recognized as one
of the most effective means of reducing lifetime tobacco use and its associated health
hazards. Measures are therefore being proposed to restrict the use of menthol in certain
tobacco products to reduce their appeal among youth.
The proposed Order would amend the Schedule to the Tobacco Act to prohibit the use of
menthol additives in the manufacture of cigarettes, little cigars, blunt wraps and most
cigars as well as their sale in Canada if manufactured with menthol. Menthol would also be
prohibited from being promoted on the packages of these products.
