The regulations contain a ban on the handling of ANEs in residences (Chapter 2, § 1) as well as requirements for the following:

- containers for ANEs (Chapter 2, § 2 and Chapter 3, § 2),

- the storage of ANEs (Chapter 2, §§ 3–6 and Chapter 3, § 3),

- buildings and other spaces where ANEs are handled (Chapter 2, §§ 7–8 and Chapter 3, § 4),

- firefighting equipment (Chapter 2, § 9),

- pumps (Chapter 2, § 10),

- protection against unauthorised access and theft (Chapter 2, §§ 11-12),

- spill management (Chapter 3, § 1),

- signage (Chapter 4, § 1), and

- risk assessment (Chapter 4, § 2)

Swedish Civil Contingencies Agency regulations on the handling of ammonium nitrate emulsions, suspensions and gels (ANEs)

The regulations contain provisions regarding the handling of ANEs which, under the regulations, are identified as fire-reactive products according to the Act (2010:1011) on flammable and explosive goods. Most of the rules contain requirements on how ANEs may be handled (see the list shown above). The regulations also contain exemptions from the permit requirement stipulated in § 16 of the Act (2010:1011) on flammable and explosive goods.
