Amendment of references and terminology in the Police Regulations for the Navigation of the Rhine and the Regulations for Rhine navigation personnel to the new European standard laying down technical requirements for inland navigation vessels (ES-TRIN);

Rules on the Rhine for:

- Use of liquefied natural gas (LNG) on vessels

- Vessel loading

- Clear view of vessels

- Maximum number of passengers on vessels

- Restriction of navigation in the event of flooding

- Use of an inland Electronic Chart Display and Information System (ECDIS) and

- Reporting requirement for bunker vessels and bilge oil removal vessels

Fifth Ordinance amending the Police Regulations for the Navigation of the Rhine

At its plenary meeting in the autumn of 2017, the Central Commission for the Navigation of the Rhine (CCNR) passed resolutions permanently amending the Regulations for Rhine navigation personnel and the Police Regulations for the Navigation of the Rhine. With regard to the technical requirements on inland vessels on the Rhine, the CCNR decided to rely in the future on the ES-TRIN adopted by the European Committee for drawing up common standards in the field of inland navigation and thus amend the corresponding references and terminology in the Regulations for Rhine navigation personnel and the Police Regulations for the Navigation of the Rhine.

At its spring meeting of 2018, the CCNR shall resolve to incorporate various transitional rules for the Police Regulations for the Navigation of the Rhine permanently into the regulations. These are regulations setting requirements on the use of LNG and the loading, visibility and maximum number of passengers, a regulation restricting navigation above Spyck’schen Fähre in the event of flooding and regulations for the use of an inland ECDIS. The CCNR shall also resolve to exempt bunker vessels and bilge oil removal vessels from the general reporting requirement for tanker vessels and treat them as day-trip vessels.
