Great Britain Smart Metering Implementation Programme: Notification of further change to the Smart Metering Technical Specifications (SMETS v3.0) for Data Communications Company (DCC) System Release 2.

The UK Government has introduced requirements ("roll-out licence conditions") on energy (electricity and gas) suppliers to procure and install smart meters in their domestic and smaller non-domestic customers’ premises, with a limited number of exceptions, by the end of 2020. Smart meters must meet the minimum functional requirements defined in the Smart Metering Equipment Technical Specifications (SMETS) in force when they are installed.

Smart Meter Equipment Technical Specifications (SMETS v3.0) required for Release 2 of DCC system were previously notified to the Commission on 26 July 2017 (2017/0350/UK). The Commission responded without detailed opinion. That SMETS v3.0 document was adopted into the Smart Energy Code (SEC) on 1 February 2018.

This notification provides for a further change to the SMETS v3.0 document required for the Release 2 of the Data Communications Company (DCC) system.

The UK will fulfil its obligation under Article 9 of Directive 2015/1535/EU when these regulations are officially incorporated into the SEC.
