Heat cost allocators

Order on heat cost allocators used as a basis for the allocation of heating costs

Heat cost allocators are currently governed by Order No 1166 of 3 November 2014, which was notified in accordance with the notification procedure that was in place in 2013. Said order requires that heat cost allocators with an electrical energy supply shall comply with DS/EN 834 or equivalent safety and functionality requirements and heat cost allocators based on the evaporation principle shall comply with DS/EN 835 or equivalent safety and functionality requirements. In the case of dual-sensor allocators, there are also requirements on the relationship between an allocator’s technical specifications and its mounting point. Additionally, there is a requirement for heat cost allocators to be type-approved by the Danish Safety Technology Authority prior to marketing. Lastly, a requirement stipulates that heat cost allocators shall be manufactured by a company with a quality management system certified according to DS/EN ISO 9001.

Order No 1166 is replaced by a new order, i.e. the draft Order on heat cost allocators used as a basis for the allocation of heating costs. The main amendments in relation to the current order are:

1) Requirements for type-approval of heat cost allocators are repealed. Heat cost allocators shall henceforth meet the same requirements as today, but they need not be type-approved. Instead, heat cost allocators shall bear the name of the equipment supplier and the equipment supplier shall, upon request by the Danish Safety Technology Authority, be able to demonstrate that the heat cost allocators meet the requirements.

2) Removal of the requirement that heat cost allocators shall be manufactured by a company with a quality management system certified according to DS/EN ISO 9001.
