Order on the conditions for Tempo 100 driving with buses

Conditions for Tempo 100 driving of buses on motorways (driving at speeds of up to 100 km per hour):

In addition to the requirements that follow from EU or UNECE
regulations, the following requirements shall also be met for buses with
EU type-approval that were registered on or after 8 December 2007:

• The bus shall be equipped with approved seat belts at all seats.

In addition to the requirements that follow from EU or UNECE
regulations, the following requirements shall also be met for other
buses:

• Retreaded tyres are not permitted on single axles.

• Seats shall be upholstered on the seat base, backrest and upper
edge of the backrest. Any headrests shall be integrated in the backrest.
The mounting of tables, handles, ashtrays, etc. on the rear side of
backrests is permitted.

• Backrests shall have a height of at least 0.65 m as measured from
the upper edge of the seat base. However, in rearmost seats and rows,
this may be reduced to 0.56 m.

• Longitudinal/side-facing seats shall have upholstered armrests,
or equivalent, which may not have sharp edges. In the case of bench
seats, the requirement shall apply to at least every two seats.

• The driver’s seat, side-facing seats, and forward-facing seats
that do not have a seat(s) in front of them shall have lap belts or
three-point belts mounted in accordance with the bus manufacturer’s
instructions.

• There shall be signage – possibly pictograms – visible to passengers to inform them of the obligation to wear seat belts.

• Tachographs shall have a measuring range of up to at least 125 km per hour.

• The driver’s seat shall be protected against the intrusion of
luggage and the like from behind, e.g. by horizontal bars behind the
driver’s seat at a height of between 0.07 m and 0.74 m above the floor,
or by another suitable barrier.

• Luggage racks shall be closed at both ends and luggage shall also
be secured against sliding forward during braking, e.g. by providing
the bottom of the luggage racks with a non-slip lining, appropriately
spaced partitions, netting or other safeguards.

• Documentation shall be provided to demonstrate that the bus type
has passed - with satisfactory results - two stability tests for a
potential puncture of one front tyre and one rear tyre, respectively.

• If the rear axle is fitted with twin tyres, however,
documentation of a stability test with one punctured front tyre is
sufficient.

• Testing and the issue of documentation on stability in the event
of a puncture, if such documentation is not already available from the
bus manufacturer, shall be done by an approved testing body (see the
Order on approval of motor vehicle testing and inspection bodies).

Buses are not permitted to have any tyres that have been regrooved;
this applies to buses both with and without EU type-approval and
regardless of registration date.
