Two-wheel Euro 2 and 3 mopeds with a combustion engine

Temporary order of the State Secretary for Infrastructure and the Environment amending the Vehicles order in respect of the phase-out of two-wheel Euro 2 and 3 mopeds

The Order is intended to stop permitting two-wheel Euro 2 and 3 mopeds with a combustion engine to be placed on the market as from 1 January 2018, given that the emissions certificates will have expired. Starting from 1 January 2018, the Euro 4 emissions standard shall apply. Article I contains a technical regulation. Due to this provision, requests as referred to in Article 44 of Regulation (EU) No 168/2013 to allow registration of vehicles in vehicle category L1e (two-wheel Euro 2 and 3 mopeds with a combustion engine) shall be denied. This means that an end-of-series stock scheme is not permitted. Vehicles that are not registered cannot be placed on the market.

A mutual recognition clause was not included because no distinction is drawn based on moped origin.
