The draft defines requirements relating to compliance with essential requirements for subsystems and interfaces thereof with the rest of the rail system, which are not covered by the applicable Technical Specifications for Interoperability (TSIs), including in particular the requirements concerning open points and specific cases.

Draft Order approving the ‘Rail Instruction: technical specifications concerning railway rolling stock for the placing in service of self-propelled units, locomotives and carriages (IF MR ALC-2017)’

The Rail Instruction approved by this draft order contains only those requirements, in addition to that stated in the applicable TSIs, to be met by all rolling stock requiring authorisation for being placed in service in order to operate on the General Interest Rail Network [Red Ferroviaria de Interés General – RFIG]. In order to run on the RFIG, rolling stock with all the EC declarations of verification necessary to certify compliance with the TSIs applicable to said equipment must therefore comply with the requirements laid down in Chapter 4 of this Rail Instruction. It contains the national standards necessary to cover the open points of the TSIs applicable thereto, the specific cases and those requirements that are not included in the TSIs but related to technical compatibility within the vehicle and with other subsystems on the network, and the safe incorporation of elements in the vehicle and the vehicle itself into the network.

Simultaneously, the Rail Instruction approved by this draft order repeals the decisions under which previous national standards applicable to authorisation procedures for vehicles on the RFIG, as well as the technical specifications for approval already submitted via the communication process laid down in the Products Directive, were approved.
