• laying down more accommodating and clearer conditions for dairy animal breeders (farmers) engaged in retail activities,

• improving the conditions for breeders (farmers) and businesses engaged in the production and supply of dairy products,

• providing greater operational freedom for processing small quantities of milk,

• laying down explicitly different conditions for raw milk to be processed without heat treatment since products made from raw milk involve potentially greater risks than dairy products made from pasteurised milk.

• differentiating between milk parameters, especially for milk that must comply with the set parameters immediately before being processed into dairy products and for milk immediately after milking.

• substantially extending the possibilities where registered farmers may, in the context of restricted and marginal activities, supply their dairy products at local level.
