The draft lays down the principles, criteria, standards and rules for planning and designing new transport infrastructure systems in urban areas, as well as for the renewal of existing streets and major and ongoing repairs thereto.

Draft Regulation on the planning and design of transport infrastructure systems in urban areas

The draft lays down legal requirements for:

• prioritising the various kinds of movement in localities: pedestrian movement, public transport, cycling; passenger car traffic; freight traffic and the transit of vehicles through urban areas;

• improving sustainable mobility by promoting movement by public transport, supporting pedestrian and bicycle traffic, creating preconditions for reducing the use of passenger cars, motorcycles, mopeds and other motor vehicles causing air and noise pollution in urban areas;

• achieving maximum safety and security for all road users, reducing road accidents and limiting the number of potential offenders;

• ensuring public health by reducing noise, vibrations and harmful gases;

• ensuring effective design based on international standards for sustainable, green and mobile urban environments;

• using the territory of urban areas effectively according to the parameters and the projections of the general development plan;

• determining the size of the transport infrastructure systems in urban areas for the period up to 2030 depending on the number of vehicles in that area, taking into account a certain number of electric vehicles in the number of passenger cars;

• determining the size of car parks with provision for the number of electric vehicles at parking lots and garages – equipped for electric vehicles;
