Light fixtures and ancillary technologies for public lighting - lighting design.

Draft Law No 71 of the Piedmont Region entitled ‘Amendments to Regional Law No 31 of 24 March 2000 (Measures for preventing and combating light pollution and for the proper use of energy resources)’

The proposed law consists of 14 articles and an annex, and amends Regional Law No 31 of 24 March 2000, incorporating, replacing and removing certain articles. The amendments concern:

- Incorporation of Article 1 (Purpose), and amendment to and incorporation of Article 2 (Definitions);

- Replacement of Article 3 (Technical rules and prohibitions) with reference to Annex A to identify the requirements for new external public or private light installations, for those being refurbished, or those merely having their light fixtures replaced or retrofitted with LEDs;

- Amendment of Article 4 (Powers of the Region), replacement of Article 6 (Powers of the municipalities) and insertion of the new Article 6-bis concerning the role of ARPA;

- Replacement of Article 7 (Derogations), incorporation of Article 8 (Areas of increased sensitivity);

- Insertion of a new Article 8-bis (Information system concerning public lighting);

- Replacement of Article 9 (Prohibitions and sanctions), insertion of a new Article 10-bis (Deregulation), which stipulates that the changes in Annex A be made through deliberations of the Regional Council, and the insertion of Annex A (Requirements and technical criteria) into Regional Law 31/2000;

- repeals and transitional provision.

Annex A ‘Requirements and technical criteria’ is divided into two points: the first relating to installations installed or modified after the entry into force of the law, and the second relating to specific installations.
