Great Britain Smart Metering Implementation Programme: Notification of smart metering technical specifications for Data Communications Company (DCC) System Release 2

The UK Government has introduced requirements ("roll-out licence conditions") on energy (electricity and gas) suppliers to procure and install smart meters in their domestic and smaller non-domestic customers’ premises, with a limited number of exceptions, by the end of 2020. Smart meters must meet the minimum functional requirements defined in the Smart Metering Equipment Technical Specifications (SMETS) in force when they are installed. Energy suppliers must also offer consumers an In Home Display (compliant with the In Home Display (IHD) Technical Specification that forms part of the SMETS document) as part of the installation.

The technical specifications: Smart Meter Equipment Technical Specifications (SMETS); and Communication Hub Technical specifications (CHTS), the Great Britain Companion Specification (GBCS), and the roll-out licence conditions, required for Release 1 of DCC system were notified to the Commission on 31 July 2014 (2014/0378/UK). The Commission responded without detailed opinion. The specifications were adopted into the Smart Energy Code (SEC) on 8 November 2016.

This notification includes the proposed updated technical specifications for GB smart metering proposed for use with the Release 2 of the Data Communications Company (DCC) system. The roll-out licence conditions remain as previously notified.

The UK will fulfil its obligation under Article 9 of Directive 2015/1535/EU when these regulations are officially incorporated into the SEC.
