Electricity generation modules and electricity storage plants and their connection to electricity distribution networks

Ordinance on the verification of electrical properties of energy modules

[Elektrotechnische-Eigenschaften-Nachweisverordnung – NELEV]

Under § 19 of the Energy Industry Act [Energiewirtschaftsgesetz – EnWG], power grid operators are required to lay down (and publish) minimum technical requirements on the design and operation of power-generating modules and storage facilities for grid connection. The Ordinance on the verification of electrical properties of energy plants [NELEV] requires the operators of such plants to demonstrate compliance with these minimum technical requirements. Verification shall be provided as part of the operational notification procedure specified in Article 29 of Commission Regulation (EU) 2016/631 of 14 April 2016 establishing a network code on requirements for grid connection of generators. However, the NELEV does not lay down further requirements pertaining to the specific design of the verification process (e.g. concerning measurement instructions for various technologies). These shall be laid down as part of technical self-regulation by businesses.
