The Decree on unit charges, corrective coefficients and detailed criteria and standards for determining the special environmental charge for motor vehicles (Narodne Novine [NN; Official Gazette of the Republic of Croatia] Nos 114/14 and 147/14) was adopted in 2014. The proposed amendments to the Decree amend the special charge for light delivery vehicles and the corrective coefficient for personal vehicles manufactured after 1 January 2010.

The proposed amendments introduce a more equitable calculation model, respecting the basic environmental protection principle, the polluter pays principle, i.e. the one who pollutes more, pays more. The charge for category N1 vehicles will be higher than the one for category M1 vehicles. Even though the vehicles have the same engines, due to structural characteristics and manner of use, category N1 vehicles have a significantly higher fuel consumption and CO2 emissions, and therefore higher emissions of pollutants. The second part of the amendments to the Decree mainly applies to the reduction of CO2 emissions. In accordance with the above, for the purpose of technological progress, in order to reduce CO2 emissions and increase the number of vehicles with less than 90 or 100 g CO2/km which, until a few years ago, were the exception and are now commonplace, a proposal has been submitted to amend the corrective coefficient based on data regarding vehicles’ CO2 emissions.
