Measuring instruments used for legal measurement functions:

- non-automatic weighing instruments;

- automatic weighing instruments - Automatic gravimetric filling machines;

- fuel distributors;

- fuel distributors associated with ancillary equipment - Installation procedures;

- gas volume converters;

- active electricity meters.

Draft Decree of the Minister for Economic Development adopting the
‘Regulation laying down the codification, amendment and integration, as
well as the simplification and technical harmonisation with European
Union legislation, of the regulations implementing controls on measuring
instruments in service and of the monitoring of measuring instruments
in accordance with national and European legislation’

The regulation comprises 18 articles divided into four sections and six annexes.

Section I – ‘Controls’ contains 9 articles identifying the field of
application, definitions used and types of ongoing controls conducted
on measuring instruments in service; laying down specifications relating
to periodic inspections, random or on-request checks and instrument
monitoring; governing the repair of instruments, identifying the
obligations of instrument owners and laying down criteria for Chambers
of Commerce to create a list of measuring instrument owners, which shall
be made public.

Section II contains provisions relating to periodic inspection
bodies, laying down the requirements to be met, procedures for
submission of the Certified Announcement on the Commencement of Activity
(SCIA) to Unioncamere, and provisions concerning the prohibition on
conducting activity without meeting the requirements; it lays down
obligations concerning the registrations and communications to be
observed by bodies; governs the procedures for monitoring periodic
inspection bodies, and identifies Chambers of Commerce as the
authorities responsible for monitoring the correct application of the
rules contained in the regulation.

Section III addresses simplification and adaptation to the European regulations.

Section IV – ‘Repeals and transitional provisions’ identifies the
ministerial regulations and procedures being repealed, the terms of
entry into force of the regulation and the provisions to be applied
transitionally to bodies already authorised and instruments already
subject to periodic inspection based on the regulations in force.

The annexes contain:

Annex I: Requirements for bodies;

Annex II: Procedures for periodic inspections and random checks;

Annex III: Forms for the periodic inspection procedures for six types of measuring instruments;

Annex IV: Frequency of inspection of measuring instruments in service;

Annex V: Minimum information to be reported in the metrological book;

Annex VI: Drawings of the marks to be placed on instruments based on a positive or negative inspection result.
