Draft Minister for Energy Regulation on methods for testing the quality of light fuel oil, heavy fuel oil and engine oil for inland waterway vessels

The draft Regulation implements the statutory authorisation under Article 26(5) of the Act of 25 August 2006 on the system for monitoring and controlling fuel quality (Journal of Laws [Dziennik Ustaw] 2014, item 1728, as amended).The Annex to the draft Regulation specifies the methods for testing sulphur content in light fuel oil, heavy fuel oil and engine oil for inland waterway vessels in accordance with the requirements defined under appropriate standards. The draft Regulation implements only one change to the currently binding regulation, i.e. the high-temperature combustion with an IR detection method for testing the content of sulfur has been added.The need to enact this Regulation stems from the entry into force of the provisions of the Act of 24 July 2015 amending the Act on the system for monitoring and controlling fuel quality (Journal of Laws, item 1361), which broadens the definitions of light and heavy fuel oils.
